"In a broad, figurative sense, the expression Urbi et orbi has entered European languages as a designation for any broadcast statement intended for general knowledge. When someone announces something to the "city and the world," it means that they are not making a secret of their words, but are addressing everyone without exception and want to be heard everywhere.
